Program Files (x86) is where 32 bit programs install.
Program Files is where 64 bit programs install.

I had that same annoyance with a batch file shortcut (to a vb script) I made.
It also took multiple attempts before it would even appear in the Taskbar.

Directly placing the icon/shortcut in the Quick Launch folder didn't help.
C:\Users\PJL\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch\User Pinned\TaskBar

It eventually just started to work, even though I did nothing different from the other times that I tried to pin it.

If you try something often enough, it seems that W7 eventually gives up opposing your wishes.

If Eclipse was Installed, it should have the .exe file in one of the two program files.
