BOOTMGR is missing need help pls

Hey guys turned my laptop on today and on boot it take me to a black screen where it says "BOOTMGR is missing press ctrl alt del to restart" i have read many things online on how to fix them but to no joy,so thought what better site to go on than an actual windows 7 forum.

Anyways i have the windows 7 restore disk and changed my boot sequence to boot from cd,i insert the Windows 7 restore cd and it loads up. I then click on repair and it takes me to the "System Recovery Options" section and tells me to choose my Operating system.... Seems pretty simple but my os is not listed from this point i have no clue why it is not listed as i have windows 7 home premium installed and have no clue what to do from here. I must admit i am not the biggest computer expert but have some basic knowledge so need some help from somebody who has more knowledge and experience than me.

My laptop is Toshiba satelite l450d if that helps any 1

I have literally been workin on this for he last 5 hours throught looking online for solutions and trying to do the things that people are suggesting so help would be very very appreciated.

1) Try this tutorial. Link- System Recovery Options

When you get here- below picture- click the Start up repair option. You should get this from the CD or F8 option I posted below picture.

Hello:

In Windows 7, Boot Manager(BOOTMGR) controls the boot process using information in the BCD store (previously boot.ini in pre-Vista versions).

I suggest using the bootrec command with the fixboot switch as follows:

Access the System Recovery Options as you did earlier. Next, select the Command Prompt and type:

bootrec /fixboot

Run the bootrec /fixboot and bootrec /fixmbr commands from the Repair CD Command Line to see if it will then show the Windows 7 installation to Repair. Then run Startup Repair again repeatedly. Report back it's results.

If this fails you can copy out your files using the Repair CD: Copy & Paste - in Windows Recovery Console

Then you can run TOshiba factory recovery from the partition at boot using these steps: Toshiba HDD Recovery Utility, run the Toshiba Repair disks if you have them, or order from Toshiba.

If you have access to any Windows 7 retail installer (from a friend or the web) you can unlock all versions to install your licensed version with the Product Key on the COA sticker on machine. Here are the steps to get a perfect clean reinstall of factory OEM: Reinstalling Windows 7

Right guys i have tried all of suggestions and still no luck

when i did
bootrec /buildrcd i had this message

"successfully scanned windows installations"
"Total identified windows installations = 0 "
"The operation completed sucessfully"

Now i defo know i have windows 7 on my system so why it says 0 identrified instalations i dont know.

Also guys i turned laptop off and held 0 and turned back on and the toshiba recovery programme did not run and i have no toshiba disks. So as u can see i am in quite a mudlle lol ive also tried reinstalling windows 7 (i got disk from my m8) and it says it cannot install on partition 0 so i get the feeling im pretty much screwed please say there is something else i could do.

If you try formatting Partition 0 before installing Windows 7 onto it, that should work.

Now i also have another problem when i boot my laptop and hit any key 2 boot from cd i then go to install windows 7 and click install and all that happens is i get "setup is starting" and that is it for hours lol im guessing my laptop is mashed lol
Again any help would be appreciated
