Test your RAM: RAM - Test with Memtest86+

Next run SFC -SCANNOW Run in Command Prompt at Boot repeatedly up to 3 times to see if it will repair files.

While it is running study the steps for a Repair Install as a last resort before clean reinstall from booted installer with SP1, adapting these steps to get it perfect: Clean Reinstall Windows 7 Factory OEM

Linux CENTOS 7 / various Windows OS'es and servers

Hi there
I don't want to sound facetious but if the computer wont really let you do anything you have basically 3 choices.

1) Complete re-install of the OS from scratch
2) Complete restore from a CLEAN image
3) bin the machine and buy a new one.

If 1) and 2) both don't work then you have a serious hardware problem -- and maybe it's time to "Bin" the machine and get a new one.

I've worked over 40 years with computing equipment and have found that normally a total re-install will fix any problem.

Sometimes a Disk will become defective preventing a boot -- however unless you have a load of diagnostic hardware devices it might be better just to start again with a brand new machine.
