A problem with starting up programs

I am using Windows 7 Home Premium 64 bit edition. Whenever I start my computer it comes on fine without any problem. But sometimes when I try so start some applications or program it doesn't start at all. It shows like it is starting but doesn't come up actually. I see the hourglass when I try to start the program. A very simple program which I try is like Windows Media Player, Firefox, Opera, Foobar, Windows Media Center and many more.
When I checked the processes list in task manager, it shows that the program is running.
In general restart makes everything working well again.
What can be the problem?

Looking forward hearing from you!

Hello Seinek. Welcome to the Forum.

First, obviously, run a complete virus and malware scan.

If clean, then run System File Checker: SFC /SCANNOW Command - System File Checker

Have you recently installed any new hardware or devices? Certain sound card drivers are known to cause this problem. If you remove or disable the device and the issue goes away then you have your culprit.

Thanks for those replies!

I forgot to add that I had done already scans and they had showed nothing.

But fortunately I've found out that running those programs as a root is a solution, so it must be the permission/access problem. I believe now I can do it on my own

Anyway, thanks for the help!

I also promise that before asking any question I will complete my specs to help you helping
