The current user does not have privlidges to open this data file! Huh?

I built this machine a while back and I've had this appear a few times. I am the only one who uses the computer and as far as I know everything is set as administrator. These files were on an external USB drive and I was trying to open them from there. I checked permessions and it appears there is full access. However, editing within the permissions dialog boxes are not as that clear to me.

suggestions?

How about .....
1. right click at the file > Run As Administrator.
OR,
2. right click at the file > Take Ownership
Context Menu - Take Ownership . The tutorial works in Win 7 as well.

Taking ownership only changes the "owner" of the file/folder. It does not change the PERMISSION LEVEL of the file. After you have taken ownership of the item, you may still need to allow your user account full control of the item before you will have full permission to access it, modify, or delete it.

Adobe CC Illustrator, User Created File, No One Else Can Open It.
Hey All, The title is pretty straightforward. Everyone has the same machines, nothing is different as far as specs, I'm guessing it's something he created in the file, but I can't pin point it. Has anyone else seen this? Let me know if you can, thanks!

Greetings; I run three browsers, with Pale Moon x64 (FFx fork) as my default, with IE 11, and SRW Iron as my secondaries. My issue is when I select a link on IE 11 or Iron, it opens the link in Pale Moon x64. What I'd like is to open a link in the current browser, not the default browser....

Remapping keyboard for current user only
Hi, I'm not sure if this is the right forum but "customizations" is the closest thing topic I can think of for my problem. I used to use the scancode map registry key to remap my ctrl/caps lock/esc key in Windows XP. I was able to do this system wide or just for a particular user...
