Windows 7: shortcut to "change window colors and metrics"

shortcut to "change window colors and metrics"

When I search for "change window colors and metrics", windows must run some program, no? If so, is there any way to find out what program it is running so I can create a shortcut to it? I hate finding programs by a text search because I can rarely remember what to search for or worse yet that it requires a search. My first instinct is to browse around in the related control panel applets - which of course in this case fails big time. I am particular about the way the screen looks, so I like easy access to these menus. Does Microsoft really think that this is the way we want to start programs? I am baffled. What was wrong with starting this thru the display applet of the control panel like was done in WinXP? Seemed perfectly logical to me.
