Windows 7: Scrolling Problem

Scrolling Problem

I have been having some issues with my computer. Everytime I try to go to a program under start, it automatically scrolls to the top and won't let me see anything at the bottom. It also happens when I try to change settings, such as my desktop background. Any suggestions for solving this problem?

Either a bad mouse or USB port, or possibly a stuck -up arrow- or -pg up- key on the keyboard.

I haven't been using a seperate mouse, I just use the one on my laptop. And it doesn't scroll by itself when I am on the internet or in a program.
