    On your BIOS boot screen at the bottom it will list some key options. One is a key to press to enter the boot screen. Not sure, but I think it's F12 for Dell. this will be a one-time setting.

    Are you interested in a one-time change or a permanent change?

    For a one-time change, which is much more common need, try following:

    Turn on computer.
    IMMEDIATELY start tapping CONTINUALLY the F12 key.

    Do you end up at a menu giving you a list of boot options?
    If yes chose CD/DVD and you are off to the races.
