I think it is an internet/connection problem too. I didn't think a graphics driver
would cause it. You can try running System Files Checker
to see if it picks up some corrupt files and fixes them.
A reformat seems an exercise in futility for a display issue.
That said, if you have nVIDIA and are using the 275.xx driver, it is buggy. I rolled back to the 270.61 driver. If you have ATI, I don;t know about their drivers
