rtl70.bpl missing

Yesterday I tried to delete some programs and desktop files to clear up memory and try to make my system run a bit faster. After deleting irrelevant files(nothing to do with microsoft or toshiba defaults was deleted) everything seemed fine. While deleting some of these files, a message came up about restarting now or later. I said later on a few uninstallations because I was just going to restart after I was done deleting the files. After I restarted, I tried to go on internet explorer. After 1 or 2 seconds the window immediately closes unless I on google or a link off of google. It said "rtl70.bpl" was missing and I needed to reinstall the application. I tried help and support and other things to try and find where I could download it and how it might have been deleted. I've seen other forums and answers, but they don't work as my operating system is old.
This is my computer information
-Microsoft Windows XP
-Media Center Edition
-Version 2002
-Service Pack 2

As mentioned above, it is a Toshiba Laptop, and was purchased in 2006.

The file is part of Borland Package Library
(I guess some software product made with Delphi 7 needs the .bpl).
Just download and install the file to \Windows\System32.
Check for viruses!

After extrating the files via the extraction wizard, and trying to open the extracted bpl file, a message saying "abobe reader could not open the file either because it is not a supported file type or it was sent in an e-mail and not correctly decoded. Can you please check if the file will open with abode reader on your computer? I believe I have the most up to date abobe reader and it won't open.

Deleting files randomly is not the way to speed up your system. You should always restart after uninstalling/installing a program in stead of doing several then restarting.
You can defrag your system and download CCleaner, see my sig for download, to clean up temp files.
Downloads from dll sites are often infected. Also in my sig Malwarebytes and Super AntiSpyware. Download each, update them and do full scans with them. Let us know the results.

You have other problems if Adobe reader was offering to open a zip file.

I will try what you are saying britton. I was getting frustrated as this is a very old laptop and not the greatest brand/op. And I don't know much about deleting/what to keep but I knew enough not to delete anything important or vital for operating. I've restorted 2 times to try to get rtl70.bpl back, with no success. Also,rpl70.bpl is the only thing I need, I don't really need what your saying but I will try it. I think borvol posted the right file for download, but for some reason my adobe reader is not reading the file once extracted. If anyone opens borvol's link can they see if they're adobe reader can download it. Thanks

Also, my unzip wizard unzipped the file and adobe reader can't read the extracted file. When I log in I get "rpl70.bpl is not found, reinstall the application" or some version of that. Is there a way to easily download that file?

As I stated, if Adobe wants to open the file, you have bigger problems. I have downloaded and opened it with the zip utility. Inside there is a txt file which Notepad opens, and the rpl70.bpl file.
How do you know for sure you have no malware? Sounds like you do.

Im not sure nor do I really care at this point. I will try what you are saying but this computer is very very slow thats why I tried deleting files in the first place. I think I might get a new one soon anyways. I downloaded the malware and antivirus things in your signature and am running scans right now, and also defragging, then I will do the CC cleaner thing. Basically just want that rtl70.bpl file. Is BorVol's link the way to get that file or is there a different way?
