Desktop glitch after allowing programs to make changes to computer

I just got my new computer, a Dell XPS 8300, and I noticed that it has a weird desktop glitch. When I try to maximize a window, it will not reach the very top of the screen. There is always a small piece of the desktop at the top of every window.

Then, I noticed that desktop icons cannot be moved onto the top part of the screen.

When I log off and log back on, the problem goes away. However, as soon as I do something that causes windows to open one of those pop ups asking whether I want to allow a program to make changes to the computer, the problem comes back. I know that I can disable the pop ups in user account control, but I would rather not if there is another way to fix this problem. If anyone has experience with this problem, I would appreciate advice as to how to fix it.

Hi Dan and welcome to Seven forums.
Could it be you are seeing the transparent title bar on the windows?

Sorry for posting the pictures the wrong way the first time. I don't think it's the title bar because it appears above the title bar (see the first picture.)

Very odd. Do you have the monitor set to its native resolution, or have a special theme pack installed?
Try new graphics drivers. Uninstall first with Phyxion.net - Driver Sweeper Then get driver for your GFX card (filled in specs would help )
NVIDIA Driver Downloads - Advanced Search

Actually, I found out that the process "Toaster.exe *32" is causing the problem. As soon as I end it everything is fine. This process is part of dell datasafe local backup. Unfortunately, it's not on the startup list so I can't stop it from running on startup.

I'll fill out my specs if you think that will help.

    Me too...

This glitch is also happening for me which I was really worried about after not even having my new Dell XPS 15 a day! As Dan1134 says, if you stop this toaster thing then the windows reach the top again, but are there any permanent solutions!? I know this is really going to annoy me haha.

    Hi dan1134, and now katyk0re, welcome to 7F :)

Found this: Disable "My Dell Downloads" popup - Laptop General Hardware Forum - Laptop - Dell Community

It pertains to Dell's DataSafe Local Backup that runs Toaster.

In step 11 I would do a restart. Just make sure any work is saved and programs closed.

Thank you for posting back your solution.

Did you read the two replies at the bottom of the fix that Azizur Rahman offered?

In some cases just un-installing toaster may not work. If that is your case later on, and it comes back, try his steps.
