Hi,
I have many files called eula.txt and *.dll in the C drive.
For example I find (eula.1034.txt) and (install.res.1028.dll)!
I tried to open them with Notepad and there are inunderstandable caracters!
I deleted the eula.txt files but didn't dare to do so for the *.dll !
Can somebody tell me if these files are safe or can I delete them?

Do not delete the .dll files.
eula.tx is your End User License Agreement. There's no need to delete them since they take up very little space and some programs may require them to be there to run.

But why they are directly in the C drive rather than in there own folder (AppData or program files..)?
Do you mean in the root C: and no folder?
They could be from anything such as drivers, old games, etc... though.
.dll files must never be deleted unless they are known to be malicious. I made that mistake a few years ago when spyware cloned some of my system files in order to disguise a backdoor for viruses in to my computer. I attempted an amputation of sorts on the cabinet that I knew the bad process was based out of, but it lead to more problems, and eventually a reformat.
If it ain't broke, I would not recommend attempting to fix it.
Yes, in the root C: with the other usual folders (prog files, windows,...etc.).
I thought that if they were parts of system files or any other software, they should be in the proper folders but not the root C!
@mjm6783, thank you for your feedback. For now, I only deleted the eula.txt files. I will reboot and see if this will affect something.

Sorry, to reactivate this thread. I found it by accident and just wanted to tell where the files come from: they are being dropped by the .NET framework installation and can be removed savely (the install.res.*.dll files too). The setup doesn't remove them for some reason. I hope this helps someone.

Usually no DLLs are stored in the root of the system drive (C). If you find any suspicious files in the root, first check them in Google search to make sure they are not part of the Windows OS and then try to copy them to a folder and zip, rar them up. Then delete the files from the root folder. This will keep your root folder clean.
After removing these files, you face any problems, you can always copy back these files. Keep the system under observation for few weeks and later on you may delete the zipped files.
