Windows 7: Computer on,no Post ,no cursor

Windows7 home premium 32bit
 
 
Computer on,no Post ,no cursor

Power is on , hardrive is spinning , led flashing , power to all ext hardrives /ancillary etc.
No Post screen and signal not being received to screen. Re installed another screen and rebooted , Same problem (Nada) ???????
Turned power completely off and retried start , several times (nada )
System fans 4 in total , set to min speed and when booting noticed all fans ran at top rpm then settled back to normal speed???????

Thought as much(video card) thanks .
Slight dust build up was around Mem chips , blew dust out and reseated chips , Now all is well Booted up fine .
