Windows 7: Lose of permissions

I recently installed Windows 7 on my ssd.
I has going through setting everything up when all of a sudden I kept getting errors like
"your systems administrator has set permissions so you can not install this program"
and allot of aplications cannot be be opened as it says the "file is missing and make sure you spelt it right".

Any ideas?"
I would rather aviod a whole reinstall as it was a massive muck round in the first place cause of ssd issues.
