Can't open old Windows help files

Greetings, I can't anymore see content of old Windows helpfiles (*.hlp). If I execute the associated application, I get help viewer with message entitled 'Why help for this program is not available?'. I follow the link to install additional components leading me here: I cannot open Help files that require the Windows Help (WinHlp32.exe) program
If I follow the link for download help viewer version for Windows 7, I get kinda page error:

Row 1, Column 1:

How or where can I install old help files support into Windows 7?
