Computer will not boot. Startup repair is offline?

When I start up my computer, It shows the DELL logo. Then, it shows a grey bar that spans the screen saying "Windows is loading files..." Next a green bar that says: "Microsoft Corporation" Startup repair automatically starts. It runs for a little while and then it says:

"Startup Repair cannot repair cannot repair this computer automatically
Sending more information can help Microsoft create solutions.
->Send information about this problem (recommended)
->Dont Send
[V] View problem details"

The problem details are:

If I click advanced View advanced options for system recovery and support, I get a list of things to do.
System Restore and System Image Recovery have no restore points. The Windows Memory Diagnostic comes up with nothing. I do have access to the Command Prompt.

PLEASE HELP I NEED TO STOP USING FRIENDS' COMPUTERS FOR THINGS.

Welcome to Windows Seven Forums.

Are you able to boot into Safe Mode? Have you installed any new drivers recently or installed any new software.

If you can get into Safe Mode you could try running the system file checker.

Open a command prompt with elevated privileges and type sfc /scannow then press Enter to run the command.

Are you able to remember what you were doing prior to this problem showing up?

I held down the power button which is a no-no and safe mode gives me the same result.

You could try doing a System Restore from the Recovery Console by booting your Windows 7 installation DVD.

Turn on the computer.

This will over-write all data nn the PC

2 As the computer starts, press <F8> on the keyboard until the Advanced Boot Options menu appears on the screen.

Note:
You must press <F8> before the Windows logo appears on the screen. If you press <F8> after the Windows logo appears on the screen, the Advanced Boot Options menu will not appear on the screen. If you do not see the Advanced Boot Options menu, restart the computer, and then repeat this step until you see the menu on the screen.

3 Press the <Down Arrow> on the keyboard to select Repair Your Computer on the Advanced Boot Options menu, and then press <Enter>.

4 Specify the language settings that you want, and then click Next.

5 Log in as a user who has administrative credentials, and then click OK.

6 Click Dell Factory Image Restore.

7 In the Dell Factory Image Restore window, click Next.

8 Click to select the Yes, reformat hard drive and restore system software to factory condition check box.

9 Click Next.
The computer is restored to the default factory configuration.

10 When the restore operation is completed, click Finish to restart the computer.
The software is now installed as it was when the computer was first received.

Let's try to repair Win7 correctly first.

Boot the Win7 Installation DVD or Repair CD to run Startup Repair from disk so it doesn't depend on known corrupt System files: Startup Repair - Run 3 Separate Times.

Make sure Win7 or it's 100mb System Reserved partition (preferred) is marked Active: Partition - Mark as Active (Method Two)

Startup Repair should automate System Restore and System File checker, but if it fails run them separately: SysRestore from System Recovery Options, then SFC -SCANNOW Run in Command Prompt at Boot

If Repairs fail with System Reserved partition marked Active, mark the Win7 partition itself Active to try 3 separate Repairs.

You can copy out your files using DVD or Repair CD: Copy & Paste - in Windows Recovery Console

Then run full Factory Recovery from boot, from Recovery disks you've made or ordered:
