If you are not posting at all that sounds like a graphics card issue.
Though it might not hurt to check the motherboard really quick.
pull all the ram and fire it up, if it doesn't start beeping like crazy you may have a motherboard issue.
Otherwise it sounds like the video card isn't initializing.
I'm assuming the graphics card is hooked up properly because they make all kinds of racket if you power them on and they aren't getting what they need.

Though if I am understanding that this is a second card not firing up on the same machine
It really sounds like your motherboard is not sending the hardware video init signal to the card.

    Welcome to Windows Seven Forums.

It would help if gave us at least your computer make and model and would help even more if you posted your system specs.

That said, it sounds as though your hard drive and/or motherboard may have failed. Have you opened things up to check you haven't got a loose cable? Have you checked to see if the power cord is pushed fully home?

Check the graphics card is seated correctly too.

If the motherboard is new I would contact the manufacturer about a rma.
You get dead tech parts sometimes, it just happens. Usually if all you can get out of the mobo is some fans spinning, it's probably not all there.
So many things that can go wrong when making them and during packaging/transit.

Ah yeah, that's bad not a good era to get replacement parts for either.

...well you can always wait around it's still very early here in the states you may get some other input.
I'm sad to say it really does sound like there is a problem with the board though.

In view of the fact that your computer is five years old, it may be time to consider replacing it.

Perhaps not quite what you want to hear, but it could be cheaper and a lot less stressful than trying to sort out this particular problem.

If it is your motherboard faulty and you replace it then you may find yourself replacing other parts too as there may be compatibility issues with Windows 7.

It's your choice, but if it were me, I'd bite the bullet and go for a new computer.
