Windows 7 Ultimate Root files issue

I have a database program that uses a file (full access rites) located in the root directory. The program will run fine for Admin, but not for any other user level. The program works fine with Win 7 Professional and Home Premium. In XP I could just give full rights to the user and all was well. But with 7 Ultimate, even with full rights, the program cannot access the file. However, I've found that Ultimate has a security app called Applocker. I have been reading up about Applocker and the exceptions that you can use with it to free up files on the Root directory, but since the file is a .net extension (not on the exception list of extensions), I can't add an exception to Applocker.

Has anyone dealt with this issue with Ultimate or know any workaround to allow full rites to files in the Root?

    Thanks

Most likely Trusted Installer owns the files, I don't think it I would change the permissions.

It's imperative that the user be able to run the program as a limited user. I have changed the permissions on that file to allow full control, but it is still locked when attempting to run the program under their login. Is there anything else I can try short of giving them full access to C:?

BTW, Applocker is not locking the file. It will not run even when Applocker has been disabled by admin.

Here's some screen shots of my permission setting's of the root drive and I would think that for every user that the computer has they need to have the exact same boxes checked as mine for that user:

    Authenticated:

    System:

    Administrators:

    Users:

It could be when you installed the program it was For only Me. try reinstalling and check For All Users or something similar during install.

That's a great idea Britton I missed that one. BTW did you setup permissions through the group policy editor here is a video that shows how to do that:

In the past (with XP), I had to install for the specific user when they had admin permissions and then reduce them to limited OR install for user with limited permissions and then change the permissions on the file to FULL. This also works with 7 Pro. However, Ultimate is a different story. If I could unlock this specific file and leave the rest of C: secure, all would be well.
