Pen Input Effects

I have the most annoying problem. When I am using my tablet in Win 7 I keep getting these stupid circular splash effects when I touch my pen to the tablet. It is really annoying. I have tried disabling every tablet option I can find to get rid of this but it remains. The biggest problem is that it cause a split second hesitation when you first make you're pen stroke while digitally painting in Gimp. I am certain it is the effect causing this as it's trying to determine flicks or gestures and never used to be like this in XP. Seems like some programs capture the pen input better then others and make Windows realize that you are painting rather then navigating but this doesn't seem to be the case with all graphics programs. I'm no blaming the art programs though as this is obviously some built in tablet feature of 7. I believe I have flicks disabled as well as tablet PC features. Some help would be great.
