Remove the toolbars, lock the taskbar then re-add them.
Sorry, should have mentioned that I had already tried that, several times. No help.
Edit: Did it again and it worked this time. But as soon as I unlock the Taskbar they get messed up again.

As a test, place the folder you are using for the toolbar into a empty "new folder", then use the path of the new folder to create a toolbar with instead to see if the icons stay hidden this time. Play with the "Show text", "Show title", and "View" -> icon sizes settings what may look best for you though.
System Tools is here: C:\ProgramData\Microsoft\Windows\Start Menu\Programs\System Tools. It's a system folder. I can try creating a new folder and moving it and see what happens.
Web Servers is here: C:\Users\xxxxxxxx\Desktop\Working\Web Servers. This one is easy. I'll try it.
Same problem. As soon as I unlock the Taskbar and move the grippy for either (or both) of the Toolbars, then lock it, I see the partial icon of the first item in that Toolbar.
I'm okay as long as I don't move either grippy.
Edit: Where do I find "Show text", "Show title", and "View"?
Ah, okay, thanks. Nothing helps. As soon as I lock the taskbar after moving either grippy (separator) then I see a partial icon. Guess I'll leave it unlocked, then the problem does not occur.
Definitely something screwy though.

If you delete and recreate the toolbar without moving the separator line, then it shouldn't have the partial icon anymore. At least it didn't for me while testing until I moved the separator line.
RIght Shawn, same for me. It's only after I move the separator that the problem occurs. This has not always been the case. I'd say it started within the last two weeks to one month.
Windows update perhaps?
Leaving the Taskbar unlocked is a decent work around but a fix would be nice.
