start a video call not an option

can anyone help me with how to get "start a video call" to be an option. I've tried everything and nothing is working. I have a hp notebook with a lifecam webcam.

    Thanks,

What program are you using to create the video call? In my experience, instead of using crapware from an OEM, Skype does the job much better.
