How many times have your run SFC /SCANNOW? It may not fix all files with one run. Try it a couple more times (three total) and report back.

Have you assured that any infection is cleaned up? Run Malwarebytes full scan and your AV full scan.

If SFC fails to repair the files, your next step is a Repair Install.

If this fails to solve the issue(s) consider running full Factory Recovery or, better yet, clean reinstall following these steps to get a perfect reinstall: Reinstalling Windows 7

gregrocker, thanks for the info, but I took the tcpmon.ini from another computer running same Windows 7 ultimate, and copied it to the system 32 and to another place I found when I searched for tcpmon. Did the 3rd SFC Scannow just 10 minutes ago and came back with 100% integrity.
    Thank you for your input.
