works for me in Win 7 with Firefox and IE.
Are your F keys working? some keyboards have dual purpose F keys and for some funky reason they don't default to the standard F keys.

Failing that, there is always the good old CTRL-F. Although F3 does work for me as well on Firefox.

In my Firefox (Pale Moon actually) it works exactly in the same way as hitting Ctrl-F.
