"Compaq Reminder" full screen message

I keep getting a full screen "Compaq Reminder" to make recvoery disks, which has already been done. This message originates in a HP file, HPTCS. Before I delete this file I would like to know if I will screw up anything else. Other PC's are afflicted with this, so I hope that I can get some help here. TIA, Dick Mahar.
This began to happen recently. Although the PC has been in use for about 3 years.All upgrades are complete.
Win 7 , 64bit, otherwise no problems.
