Startup folder is not functionable

I put the shortcut of dial-up adaptor for ADSL in the STARTUP folder of Windows 7

FROM NETWORK AND SHARING CENTER

CREAT A SHORTCUT

DRAG THE SHORTCUT TO STARTUP FOLDER IN STARTUP MENU

CHECK "MSCONFIG", THE SHORTCUT IS IN THE RIGHT FOLDER


When I reboot Windows 7, it is not able to connect to Internet automatically. I also check "regedit" for
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run and
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\RunOnce

But the string value for the dial-up adaptor is not present.

Can sombody help me?
