Scott,
If you go to an elevated command prompt = run cmd.exe as administrator,
then enter following command:
CONTROL USERPASSWORDS2

Then what accounts do you see listed in the Users tab?

New is the account with the problem (used to be Scott & Hayley on my old laptop that we migrated over using easytransfer). Temporary is the one using now

Rename Temporary to anything.
Never use words such as Temporary or Temp.
Leave that for the system, win 7 or applications programs to use.

Let's say that you rename Temporary to SH.

Now log on as SH
Move folders out of New to SH
The idea is that you will delete New as soon as you have moved alll of the data out.

You have still more clean up to do but let's get some of the junk cleaned up first.

Actually the vast majority of your problems come from having used the migration tool which has never worked correctly except in very simple cases. If you ever have to migrate xp to win 7 again, then backup all data dear to your heart, install win 7 and install the data you backed up. True, you will have to recreate some settings but that is less pain than the mess ups which can occur.

If this step fails let me know. I don't like what i see but we'll get there.

I copied everything over but the problem account now seems to be working. Given you "don't like what you see" should I still continue with the delete & tidy up?

If the system is working to your satisfaction, then all is ok.
