    Administrator account problem

Hi peeps, I'm new here so bare with me! The reason I'm posting is that for the last few months I've been having a problem (and ignoring it) but I can't stand it anymore! Every time I log in to any account on my laptop (including administrator) the desktop comes up with a pop-up message stating-'desktop gadgets are managed by your system administrator' even though I'm in the administrative account! The system then rejects any effort I make to edit/alter anything that would usually require admin status declaring that I'm not the administrator on the computer? I have created other users and it let's me create other administrator accounts but with the same result as above? Any ideas? If you could help it would be greatly appreciated as I'm lost on this one!
    Many thanks

OK, you will need to run some antivirus stuff....
Malwarebytes : Free anti-malware, anti-virus and spyware removal download You may need to rename the executable if it cant run
The home of Spybot-S&D! Spybot is good but be sure you immunize
avast! - Download Free Antivirus software or Internet Security Run a boot time scan... might take some time but well worth the wait

If they fail you might want to run Bleeping Computer Downloads: ComboFix Download be sure your connected to the internet and run with admin privileges
You may need safe mode with networking... that can normally be selected by repeatedly tapping F8 before windows boots.
You will also have to temp disable your antivirus to allow it to run correctly
