Check in your regional settings make sure everything is correct for your area in there - Region and Language - Change
Have a look at these posts regarding time - Time Zone - Change
Date and Time - Change

A system file scan wouldn't hurt either - SFC /SCANNOW Command - System File Checker

Have you altered any services or changed the internet time sync configuration?

But is it any good? How old is it? When you reboot and look at BIOS screen, is the time there the same (off) as Windows?

Timeserver... just turn it off and use the internal clock in the BIOS.

Does this happen if you leave the computer off (Start -> Shutdown) for a period of time?
(Doesn't matter if it is plugged in or the battery is in or both)

Cmos battery that is weak will cause this problem. A little round battery about the size of a nickle on the motherboard. They are cheep and easy to replace.

Layback bear is saying same thing I was going to troubleshoot first.
If it does like I said, CMOS battery is dead or dying/weak.

Any time the battery is replaced the time should be reset in the Bios. Let us know what you find.
