Prevent A Window From Maximizing At Top Of Screen

Is there a way to prevent a reduced window from maximizing when it it dragged to the top of the screen?

It seems I have run across how to do this somewhere but darned if I can find it again.

Make the mouse easier to use

Select Prevent Windows from being automatically arranged when moved to the edge of the screen

Click OK
