Hello Necroticis,
I agree that something else may be wrong here since restarting the computer would usually always start explorer.exe again with it.
If Windows is starting and getting a blank screen afterwards, then as a test, press the
CTRL+SHIFT+ESCAPE keys to open Task Manager. In Task Manager, click on
File (menu bar) and
New Task (Run), then type
explorer and press Enter.
Does explorer work again afterwards?
If not or Windows is not starting and just getting a blank screen, then restart the computer and boot into the
Advanced Boot Options screen, and select the
Last Know Good Configuration (advanced) option and press Enter to see if that may help.
