Does it let you go into the safe mode screen byt pressing F5. If so have you tried Last Known good command?

How many times did you run Startup Repair with reboots?

Go back to the steps I gave you above and work through each one, reporting back the results of each or asking any questions to get them done correctly.

ok i put the startup repair onto a disc and put it into my laptop it brings up "repair your computer" and i click on it . I did the repair about 3 or 4 times then the first three time it tells me windows cant not repair automatically on the forth time it tells me windows cannot detect a problem so i take out the disc and started the computer again it pauses when it shows windows symbol and straight after that a blue screen appears for about 1 second and it restarts the computer automatically and then it recommends me to repair the computer.

It's a zip file.

Extract it .

Inside is an .iso file.

Rt click the .iso and select burn image.

You need to have put a blank cd/dvd in the tray - don't format it.

Boot it.

If startup repair is having problems, first run checkdisk from the command prompt.

Then Continue working through the steps I gave you, copying out your files using Repair CD and attempting to run Dell Factory Recovery from partition, or if it won't run find a Win7 installation DVD to clean reinstall.
