Windows 7: Command shell

Command shell

Nice to find the possibilities for a 'command shell', but is there also a place to type like the 'Dos-screen' or as the command-screen in 'Ubuntu'?
And do I have to change the options as user (does hidden work if the options are not changed in IE), because there is no admin here (?) I never installed an admin and I don't like another user on my computer ) I have to know myself what happens on my PC and I does not work with IE9, only in Firefox 7.
