Windows 7: no exe url/file opens

My first problem is that no exe url page opens. i.e. were I wanting to download an exe file, the page does not open in the browser.

In searching the link to post my system details for this forum, I find that the exe file does not open.

I have run a Kaspersky scan in safe mode and no problem is evident.

I tried the one reg file solution posted in tutorial forum and it had no effect.



If an answer can be provided, instructions would need to be explicit.
