Most likely to be left after some updates or temp files after downloads. I agree with BisVal.
It may have been used as a temporary cache while an update or download was installed. The Windows Malicious Software Removal tool sometimes leaves these scattered in the root of your drives. These files in the root of the system drive are normally temporary files relating to updates to windows defender and the like. they should be deleted as part of the update process.
