Windows 7: docking any window/program - sizing and keeping on top

hello,

is there any way in windows 7 to dock any window/program to the edge of the screen while: 1) changing the size of the window from the default Windows 7 docked size, and 2) keep it always on-top of any other windows?

i haven't been able to figure this out. some applications have these options built in (Digsby, for example, can be docked and always kept on top of other windows).



if not, is there any application out there that would add this functionality to windows 7?
