Windows 7 - Windows 7 Ultimate language versions

I understand that with Windows 7 Ultimate you have the possibility to convert your system from one language into another by using Windows 7 language packs.

My issue is that I'm searching for a reasonably priced way to obtain Windows 7 Ultimate 64bit in English, when it's released late October, and have come across a German webshop that advertises to now purchase the German language version of Vista Ultimate 64bit OEM bundled with a Windows 7 Upgrade Offer Form. That means I would get a German Vista now, and a German version of Windows 7 Ultimate 64bit in October. Is my assumption correct, that if I then apply an English language pack, my Windows 7 (and whole PC system) would be 100% converted into English, as if I had installed an English version of Windows 7 in the 1st place?

As for the price: the above offer stands at 168.99 Euro, which seems considerably less than the regular price to be expected here in Finland, where I live. Are there better offers around?

Moi Uffe, tervetuloa foorumille. Asun täällä Saksassa saksalaisen vaimon kanssa, työskentelen englanniksi ja ruotsiksi. Sekä työ- että kotikoneella käyttäjätilit neljällä kielellä: suomi, saksa, englanti ja ruotsi.

Koneissa englanninkielinen Windows 7 Ultimate 64-bit, erikieliset käyttäjätilit luotu käyttämällä kielipaketteja. Toimivat erinomaisen hyvin, koko käyttis on aina halutulla kielellä. Silloin tällöin joku satunnainen virheilmoitus tulee englanniksi vaikka olisin loggautuneena suomenkieliseen tiliin, eli mielestäni saat varautua siihen että saat joskus, hyvin harvoin, saksalaisen dialogin ruudullesi ja että joissakin sovelluksissa painikkeet ovat saksaksi: Weiter (seuraava), Abbrechen (peruuta) jne.

Logon screen on myös AINA ALKUPERÄISELLÄ KIELELLÄ, eli ruudullasi lukee sitten aina esim "Bitte geben Sie Ihre kennwort" (annan salasana) ja "Willkommen" (tervetuloa). Tämä johtuu siitä että kielipaketti latautuu vasta sisäänkirjautumisen jälkeen.

Parhaiten kielipaketti toimii jos lokalisointi vastaa käytettävää kieltä, mun omista kokemuksista voit lukea täältä.

Language packs have been discussed in several threads here on the SevenForums. I'm using this thread to correct a mistake I've made. Today I got a PM from a new member from Finland who pointed out that I've unknowingly given partly untrue advice.

I 've said a couple of times that even you can change the language of separate user accounts, you can not change the language of the welcome / logon screen.

The PM showed me I've been wrong; there's so simple solution to this I can not believe I've not noticed it before. A picture is worth thousand words:
