In addition try booting into Safe Mode
with Networking to install, update and run a full scan with Malwarebytes
If Safe mode fails, download, burn to CD or write to flash stick, boot and run a full scan with Microsoft Standalone System Sweeper
Once clear of infection, boot into System Recovery Options
to run Startup Repair repeatedly. If this fails, return to Recovery Tools list to try System Restore, then open a Command Line to run SFC -SCANNOW Run in Command Prompt at Boot.
Best to run Recovery Options from your DVD or REpair CD: System Repair Disc - Create
If these fail to Start Windows 7, you can copy out your files with the DVD or Repair CD using this method: Copy & Paste - in Windows Recovery Console
Then run Toshiba Factory Recovery from boot, using Recover Disks you've made or order, or find a Windows 7 installation DVD to Clean Reinstall: Toshiba HDD Recovery Utility Reinstalling Windows 7
