mscorsvw.exe always running

Is this program always supposed to be running?

Ive read it's supposed to go away after awhile but it has yet to do so.

I know what CAUSES it, I'm wondering why it hasn't gone away when supposedly it's supposed to.

So if you don't use it, try to kill that process if you don't use any program that uses .NET Framework.
