Run SFC -SCANNOW Command, repeatedly if it finds unfixable System files.
Look for repeat errors in logs and utilize System Resources to seek clues: troubleshooting steps
Create a new User Account in Control Panel to see if Installer works. If so, migrate to it and delete the corrupt User account.
Consider a Repair Install as a last resort before Clean Reinstalling Windows.
