I have a lot of personal information on my system and with the ability of people able to disable login passwords is there a way for a .bat file to start a factory restore if no password entered?

Most factory restores require answering lots of questions to make sure that you really want to do the job.
If you have lots of really personal data, there are encryption programs that will create encrypted directories where you can store data.
I use one called Safehouse which is a commercial product. the personal product is $29 and they have a trial version.
They also have a free version at Free Encryption Software - Password Protect Files and Lock Folders

All personal information should be secured so that in the event of theft of your computer it cannot be accessed. This can be done as per the previous comment or by a popular and reliable free encryption program such as Truecrypt. This has the options of creating an encrypted location for all your data or by encrypting the whole system but this has its own special considerations. The first option has the data stored in a single file which can be backed-up quite easily and has few implications on anything else. In a worst-case scenario the second option can lead to an unusable system and lost data if things go wrong. I have used the first option for a decade and have not had any problems or lost any data. Truecrypt might be a bit unnerving for first-time users but it is essentially quite a simple system to use.
It should also be noted that a thief will be able to access your data by removing the HDD and scanning in another system so decent encryption is the only effective solution.
