turn them down again if its causing you problems ?
Simply go to the start orb and type " user" and third or fourth choice on the list should be " change user account control settings" with a little flag next to it, click that and set to your desired level  | | My System Specs | | System Manufacturer/Model Number built my own

Try a system restore to a point before you altered your UAC settings.
If that doesn't work you can assume your user profile is corrupted.
