A strange pop-up

The pop-up has suddenly appeared(on start-up/restart), see attachment, although computer literate, quite experienced, cannot fathom this one out...........many thanks

Hi, I'm having this strange occurrence when browsing websites using Mozilla Firefox and Google Chrome. Whenever I go to a website, it says 'Waiting for 202.78.98.4'. Whenever I click a link on Facebook, it really redirects me to that IP. Scanned using MSE, scanned using MBAM, scanned using ESET...

Ok, so I have a legal copy of Win 7 Pro that I already installed on my laptop with no issues and it's activated. I have an old HP desktop that I had laying around I thought I would install Win 7 on it using the same disk I used for my laptop. I have no intention of activating it on the desktop...
