Hide inactive tray icons - behavior like in Windows XP

How do I make tray icons behave like in Windows XP, when "Hide inactive icons" is ON? I only see options to show all icons which is equivalent to unchecking "Hide inactive icons" in XP. And also options for each tray icon whether to always show it with notification, hide icon and show notification only and hide both icon and notification. But how to make them hide when inactive and unhide after if there is activity with them?

I would imagine that in this case, "notification" and "activity" really mean the same thing. Have you tried using the 'hide icon and show notification' setting to see if it's what you want?

That is definitely not it. Because with such a setting an icon becomes hidden. When I interact with it, it is supposed to become unhidden. That is how it is in XP. But it remains hidden. It never unhides. In WinXP only inactive icons remain hidden. Inactive means user doesn't touch it and there are no notifications.
