Right click on the Desktop.
Select View then Show Desktop Icons.

I've seen a few posts that say a program called InfraRecorder causes this. DO you use it?

Hello! Thank you for replying! I do not use InraRecorder. I tried your suggested method of right-clicking but I am unable to locate the option "Show Desktop Icons".

Same problem except, no toolbar.

The show icon box is checked. Problem still there.

CTRL ALT DEL results in screen going black. Pressing ENTER results in returning to background windows picture, still no icons. Still no tool bars or tool trays.
