Mouse Pointer trouble and startup trouble

I have trouble whenever start windows the start button appears as a white box and nothing appears on the desktop just the (just the background, no icons nor the gadgets) then I tried starting it on safe mode and did system restore however when it does start the mouse pointer keeps on appearing as working in background. I tried virus scan with ESET and so far nothing is detected. Tried task manager and saw nothing running (aside from virus scan, explorer and firefox)

Run sfc/scannow, see if that helps.

Well I'm actually using a laptop and just use a USB Mouse since Im not used to navigating with a touch pad, tried system error scan, dunno what happened, at least windows start normally now no more white box appearing on the start button, mouse cursor still in that working in background then what's worse is all USB ports don't recognize any of the Mouse devices (i tried 2)

Try another user account. See if same problems occur.
