When trying to start QQ, the instant messanger of Asia.
It worked very well with win XP, ive heard of other Win 7 Using it sense 7 Beta.

It was freshly downloaded and installed. I tried running in XP sp2 sp3 compat modes.

Maybe you should do what the error message is telling you to do and, um, check the application event log. You'd be surprised at how helpful that could be.

My psychic debugging powers also tell me that when you do check the application event log, it will probably indicate that you are missing a VC runtime, and that the error can be rectified if you just install these two packages.

Well-- We have the same problem...we use a 64 bit and downloaded the package that you recommended...lo and behold the same existing error from before was given to us :
side-by-side configuration is incorrect. Please see the application event log or use the command-line sxstrace.exe tool
What should we do? We can't open up any packages. Essential stuff we have to do. Can anyone help asap?

Anyway for completion sake I followed the instructions further. It said see application event log..the same error message came up. Also, I did try run sxstrace.exe in the command line. I also tried opening the suggested download vcredist_x86 in the command line via dos. This gave me the following message:
    F:\>sxstrace.exe
    WinSx TracingUtility.
    Usage:SxsTrace [Options]
    Options:
    Trace -logfile:FileName [-nostop]
    Enabling trace for sxs.
Tracing log is saved to FileName.
If - nostop is specified, will not prompt to stop tracing.
Parse - logfile: FileName -outfile: ParsedFile [-filter:AppName]
Translate the raw trace file into a human readable format and save the result to ParsedFile.
Use - filter option to filter the output.
    Stoptrace
Stop the trace if it is not stopped before.
    Example: SxsTrace Trace - logfile:SxsTrace.et1
    SxsTrace Parse - logfile:SxsTrace.et1 -outfile:SxsTrace.txt

Furthermore, I went to the event log, these are 2 of the error's details:
Error1- event 33 side by side:
Activation context generation failed for "system Default context". Dependent AssemblyMicrosoft.Windows-Common-Controls.Resources,language="x86,publicKeyToken="6595b64144ccf1df",type="win32",version="5.82.0.0" could not be found. Please use use sxtrace.exe for detailed diagnosis.
i.e. system event data. processorArchitecture is x86 and language is "&#x2a"
    Error2:
    system default context.dependant assembly error

    Another thing I tried:
    Started event viewer: Start-search-eventviewer-windowslog-application
Logged in as administrator: net user in command prompt
Scanned the system by doing command sfc/scannow Result Windows resource protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log

    Nothing is working---CAN ANYONE HELP!!!
