That is the visual studio 10 service pack one patch installer.
Do you have visual studio installed? It's probably a left over installer file after doing a windows update. Or maybe updating it by hand?
Edit, actually it's for a specific bug fix. It's probably just left over after a windows update. You can ususaly just delete the file after taking ownership.
It is a patch installer file so it is only used once and then is not used any more.
