Windows 7 Professional 64bit Application Window Resize Problems

I am running Windows 7 Professional 64bit on a Dell Latitude E6520 with a Nvidia NVS 4200M Graphics card. I am having issues with certain applications when resizing the application window. When I resize the application windows the application does not resize with the window. At first I thought it was a Lotus Notes Issue, but I have noticed it also happens with MS SQL Server Management Studio 2005 & 2008 as well as a couple of other applications. I have removed all Visual Effects via the Performance Options in Advanced Properties or My Computer to rule out Visual Effects and have tried searching online for a solution but key words like application, window, resize, ghost, trails, display, and windows 7 64 bit aren't getting me anywhere. Anyone? Thanks...
