windows 7 missing bar thing on the top of desktop

right, i had a major hard drive problem with my laptop now got it fixed but i have lost some features! one of it i used the most and really want back is a bar thing on the top of the desktop. just like the icons on the taskbar but like a shortcut on the top, i'll try to upload a picture if possible PLEASE please help people! much appreciated! btw i have uploaded the picture of the missing bar also!

If you have a Dell computer this is probably what you had The Dell Dock, by Stardock : Powered by ObjectDock
there is also ObjectDock Stardock Corporation - Software - ObjectDock plus a couple others

yesss!! thankyou thats what i was missing!
oh, i have a problem, after downloading it when i try to open it, it says insert the floppy disc included something like that and wouldnt open! :/

I would delete the download and then download it again and try it.
