Can't run exe files as administrator

I can't run application exes even when I right-click and run as administrator. It says "Windows cannot access the specified file or path. You may not have the appropriate permissions."

First is your user a member of the administrator group, or is it a regular user?

Second you may need to take ownership by Take Ownership of file - Vista Forums

I'm using the administrator account like I already said. When I first installed windows 7, the name I used for the "Name-PC" was automatically used for the administrator account name. Then after everything was installed I wanted to change the username, however in task manager, the name hasn't changed. I read that home premium doesn't support local users and groups to be able to change it. Why would they get rid of it?

They got rid of it IMO because most home users would never use it.

batch files - run as administrator

No 'Administrator' In Saved Files
I'm really quite confused about Administrator settings and permissions. I set myself up (the only user) as the administrator when I installed W7. It reads: Monsonman(Foghorn7\Monsonman). When I moved saved music files from external MyBook back to the PC, most all files in all folders do not...
