Can't run exe files as administrator

I can't run application exes even when I right-click and run as administrator. It says "Windows cannot access the specified file or path. You may not have the appropriate permissions."

I'm using the administrator account like I already said. When I first installed windows 7, the name I used for the "Name-PC" was automatically used for the administrator account name. Then after everything was installed I wanted to change the username, however in task manager, the name hasn't changed. I read that home premium doesn't support local users and groups to be able to change it. Why would they get rid of it? :mad:


I'm running windows 7 and none of those options are available to me in home premium.

They got rid of it IMO because most home users would never use it.
